Nigeria has one of the largest energy access gaps in the world, which makes it a major market for mini-grids, solar-hybrid systems and grid infrastructure. For international developers and funds, the biggest execution risk is usually not technology — it is choosing a local delivery partner you can trust and verify from abroad. Use this checklist.
1. Corporate and compliance checks
- CAC registration: confirm the company's RC number with the Corporate Affairs Commission. (Ionir Integral Limited: RC 1950403.)
- SCUML registration: shows the company operates under anti-money-laundering controls — relevant for your bank and auditors.
- Tax status: request the tax identification number and recent tax clearance.
2. Technical track record
- Ask for named reference projects with clients you can contact.
- Request photo evidence with dates and coordinates — not stock images.
- Check experience with the relevant DisCo and with NEMSA inspection and certification.
3. Regulatory understanding
Mini-grids and embedded generation are regulated, and the Electricity Act 2023 allows states to establish their own electricity markets. Your partner should be able to explain which regulator covers your site and what permits or registrations apply for the project's size.
4. Land and site security
Disputed land is one of the most common causes of delay. Require title verification, documented landlord agreements and community engagement before construction starts.
5. Reporting you can verify remotely
- Milestone-based progress reports
- Geotagged, time-stamped photos of every stage
- Procurement records with supplier invoices
- Test certificates and as-built documentation at handover
6. HSE and quality
Ask for the HSE policy, permit-to-work procedures for work at height and on live networks, and incident records. A partner who cannot show these is a reputational risk to you.
7. Payment structure
Tie payments to verified milestones — approvals, materials on site, construction complete, energisation — rather than time.
